It's referring to a policy that the prior governor of Virginia backed that allowed a woman to opt for an abortion after giving birth. The left all said that isn't real, but it was actual policy.

It's similar to how if you say children getting surgeries for gender change reasons is insane and the left will say "that doesn't happen, that's illegal, that's not what we are talking about, stop bringing up myths, I'm not going to debate your insane myths" but there are ongoing lawsuits against healthcare providers that exist in reality for that.
