Being deaf, blind, and mute isn't the same as being retarded. Your brain is still a normal brain, at least in terms of Intelligence capabilities. But that wouldn't really matter so much in practical terms since you are almost completely locked off from the world, and unable to express yourself. Heck you wouldn't be able to learn anything about the world or expression of your thoughts, you are locked into your own head, you got your sense of touch and taste and smell, but not much else. There was a book called "Johnny got his gun" where a soldiers loses his senses of sight and hearing, as well as his ability to speak, and so is locked out of the world. But in his case it was a world he was once part of, and in fact it was his memories of learning morse code that allowed him to request his own death.
