With "list" I meant some data structure which represents the chosen lottery numbers for one ticket. Any structure ought to work as long as the choices are clear, but obviously having a common format helps verification. Plain text numbers and the date separated with spaces should be fine, or a simple JSON object if meta data is needed.

Then, the hash algorithm also has room for choice. SHA-256 should be fine, or a stronger version of it if worried about Moore's law. The general answer is to use anything considered cryptographically sound at the time.

The process then would be to choose numbers privately, produce the binary data representation, append some random salt bytes chosen privately, then hash it all and reveal the hash. You buy a ticket for that hash, which represents your choices, but irretrievably so the lotto owner doesn't get to see what everyone chose before the draw. After the draw you reveal the original data, which is very quick to verify that it produces the hash written on your ticket.

The salt is needed otherwise the owner can just hash all combinations to make a lookup table for decoding them. The concern for the owner is whether a player can respond to the draw and produce quickly enough a winning list with a different salt which causes a hash collision with the ticket, but the point of a crypto-secure hash is that the original ticket will have expired before the needed computation yields a fraudulent ticket.
