They are used more than you realize. You think the media is going to tell you that? Success in those scenarios are reported at a fraction of the times in which they're used maliciously.

In the hands of the vigilant, often they do not even get fired. Simply presenting it/showing willingness to use it prevents more crime than you would probably believe.
