For sure, and who has time to hunt crackheads these days. I miss the good old days when biker gangs and the Mafia kept the streets clean. I used to deliver pizza when I was a kid and the Hells Angels charter would order all the time. It was Sonny Barger's house and the H.A. HQ in the ghetto of Sunnyslope,Az.
I never felt so safe in a dangerous neighborhood. I'd leave my car running while I made the delivery without concern for thieves. Old people in the neighborhood would tell me stories about them taking out their trash and mowing the lawn. Everything went to shit after the city seized the property and chased off the club

Can't have someone else muscle-in on your turf. Their problem is that they didn't take it far enough. You need to replace all parts of gov in your area before you can claim it from them. Things like judges, prisons(or just punishments), police, inspectors/regulators, etc.

And you need more arms/armor than them. Or at least enough to make them back off.
