Your pic is blurry as shit, but the line next to those green arrows is labeled "1950 ARMISTACE AGREEMENT LINE". The mapper should have used a different color for areas under Hamas control that go beyond that line -- that's what they attacked.

I think the gent is saying the Hamas action against Israel is miniscule in comparison to the respective sizes of the two territories (Gaza strip/Israel).
