Nah-he's talking about aid money earmarked for social payments. As i mentioned the other day -the US has been paying all of Ukraines govt operating expenses -all govt salaries/ pensions/ benefits etc). joolensky didnt mention any of the billions of military aid and equipment, only monetary aid for social means.
