This doesn't sound good.
First Chicago was talking about government run grocery stores and now Target is partnering with Homeland Security to fight shoplifting.
Keep the govt out of retail.

This is used to stop the organized theft. The 50 people smash and grabs. Up the charge if caught.

Give them the excuse to unleash dogs on these scientists. One dude making 90hr holding a few dogs and a pocket full of zip ties might work.
