You can change the DNA of a zygote because you only need to modify one cell. Early embryos can be modified too, but these are experiments not allowed by current ethical limitations.
If you could deliver this RNA to every cell in the body it could change DNA, but that is a monumental task and would get you a Nobel prize in medicine if you could manage it.
