Attacking wounded and disabled enemy combatants is also in general a bad idea strategy wise.
Maimed soldiers use more resources and drain more moral than dead soldiers.

The only time it's useful is if the long term goal is complete genocide. As the possibility of wounded vets training the next fighting generation is more dangerous than freeing up enemy resources.
