Greencard applicants are expected to prove they are not a burden, yes. However, if they are getting any kind of advanced status from the government, getting a greencard without living here a long time, they're not going through that process.
And then state benefits would be up to the state, except for those that are explicitly Federal programs which is a fair few. But in any case something like WIC DNGAF if you are legal, and neither does most child-based welfare.
