I need write down my user and password somewhere in my journal in a new cipher.

See, this is why I just use bitwarden so I don't have to remember my passwords, and they remain secure.

No, sorry. Any password manager can be easily hacked. If you don't have phone autentification, you will just lose your account.

That's why I built my own that generates it using cryptography based on a salt specific to the software, a salt specific to the install, a typed over password that's not used anywhere, and details of the the site and account I want to access.

The password is never stored, and the credentials needed to access it that are stored are not sufficient, and even what is in my head isn't enough.

keepass uses local encrypted files it is very unlikely to get hacked by a non-state actor

Or the password is the domain of the service you are using, until they change domain names a 3rd time.
