I think that was sarcasm due to the ridiculousness of the situation in regards to all the self driving cars being fucking useless and causing havoc for everyone.

The companies operating them should be fined as if they are the actual driver; their equipment is impeding traffic.

Of course, self-driving cars should not exist except for maybe closed-circuits; perhaps amusement parks and whatnot.
