Problem #1 - It's a Black Bear that shows no fear of humans.

Problem #2 - It also looks like a ~1year old cub, which means it's mother is most likely nearby.

Problem #3 - Bears shouldn't come to think of humans as potential sources of affection (or food, or anything else). If they do, they'll start approaching humans, which might not be good for them, given the solutions you present here.
