When light travels through a denser medium, the photons will scatter just like the nails creating a magnifying effect. You can see this when you stick a pencil in a glass of water. The pencil looks broken but when you look close you notice that the part in the water is actually magnified. Since everything in the water is being magnified, whatever's on the edge of the lens will be cut off. On the flat earth, the horizon is the edge of that lens. Objects in the distance will appear larger than they are, well objects at the bottom will be cut off due to refraction.
