Yes it has a value, hence the dollar figure. But Ukraine is getting, for the most part, the oldest stuff the US has in its stock pile and the money Congress authorized is going to replacing it with new stock. All equipment has a limited service life anyways and needs to be regenerated.

The US grinds down one military opponent while shoring up its stocks for the other.

You might not give a shit about Ukraine but if China invaded Taiwan the modern world would grind to a halt. Doing nothing in Ukraine tells both Russia and China it's fare game to invade whatever they want.
