Make exploding 12 gauge shells obviously.
Double check the law, but if you keep the explosive under a certain weight limit, you don't need to register an explosive device.
It will require a blasting cap on the front of the shell to make it go off.

As another user said, have fun, given it's marked it's clearly legal so you know what you're doing.
