Explanation: By virtue of having 2 eyes that are some non-zero distance apart the images received by each eye of the same object are not identical. They will be subtly different due to the (slightly) different perspective. This also gives us depth perception, of course.
Part of the brain's vision center's job is to marry to two non-identical images into a single image that makes sense and is consistent.
However when you are not looking directly at the images such as here, which in effect puts the images in the peripheral vision of both eyes at the same time, it messes with your brain. Resulting in artifacts from both images blending together. Since our brains are also highly tuned towards recognizing faces it can result in some interesting effects as our brain tries to create faces from competing information.
This is related to what happens in those so-called Magic Eye pictures, though those are specifically constructed so that a certain image 'pops' out at you when you don't focus on the picture for long enough.
The brain adds layers of processing and interpretation to all of our senses. If the raw data, so to speak, just went straight in then it would all be a jumble and make no sense. This is in effect what a newborn experiences.
Mostly these systems work surprisingly well but it is possible to fool the brain, resulting in glitches. A lot of stage magic is the result of exploiting these brain systems. People who hear and see things that do not exist are generally suffering from some disruption to the processes, for example as a result of brain damage or from the effect of a drug such as LSD.
Yes - the rods and cones concentration in your eyes effects the amount of light and time the image is stored in your peripheral vision, and images flashing fast will seem to morph and average the previous images - which causes absurdly large smiles and putty-like smeared faces.
It's likely that by using faces of celebrities it further enhances the effect, because our brain is already trained to recognize them and tries to fit them into the established pattern it has for them. But a face is a face so even if it was just random people you would experience the effect to some degree. If it was a series of dog heads I would be surprised if it didn't work more or less the same, because everyone knows what the various breeds look like.
Is the idea here that super attractive/famous people are also "reptilians"? If so, the next logical test would be to do this same thing with "normal" people faces and see if the same thing happens.
