The moral concept of being honest is just found in Europeans and to a lesser degree in north-east Asia and some places in South America. Being able to demonstrate trustworthyness amongst your own people is a survival trait in areas with a cold season. These areas required people to be able to plan ahead ahead communally, build sturdy homes and store food for the winter.

If everyone's survival literally depends on everyone doing the right thing, and you couldn't be trusted, then you would be banished, unable to find shelter, food, or any protection from the elements, animals or other tribes. It was a death sentence.

In lush tropical areas, where food is avaible in abundance nearly year round, and sleeping outside means you might get wet, this behavior is not inculcated.

There is some truth there. However, places like Italy and Greece are quite hot and people got intelligent there without harsh winters. Living in a desert is also quite hard and requires planing and teamwork. The same with places like India where it rains for months during the Monsun.

I have lived and worked in several different places, including India, where seasonal monsoon rains, were common and expected. Death from exposure and/or starvation was never a concern. Building a shelter to keep the rain off by a single individual, working alone is the work of about 20-30 minutes. And food is literally all around you. If you starve in a jungle, it's because you're in a coma.
