Clear skies, no hurricane. As for Hawaii, lots of fires are arson. They just happened to have ignored those fields of dry grass and the warnings of extreme fire danger, then conditions all lined up to bite them in the ass.
Once that happened it became a huge opportunity - like suddenly discovering an enormous pile of cash lying on the ground. Everyone comes out of the woodwork to grab a piece.
People everywhere are stupid. Look at people who live in Florida, or places where they have hurricanes AND tornadoes on a regular basis. Risk assessment is everyones personal responsibility.
