Fish: "I said "the fire is right around Safeway it's going to hit Front St you know these ppl have got to get out of here, he said "I'm following orders" .. I kept walking down the highway looking behind no cars were coming out. I walked all the way to Wakuli Beach there were still no cars coming out and I started hearing "boom boom boom," then I heard ppl screaming."

Reporter: "You're saying they were blockaded by the police at the end of Front St where the Charthouse Restaurant was?"

Fish: From Safeway to there not one car had moved, ppl walking in front of the cars asked me "would you like a ride," [I said] "no you had better get out of here you know it, they just said "well we were told to evacuate by car!" I walked all the way to the Civic Center then I started hearing all the explosions there was no one walking behind on bikes or anything.
