I think it's an Eastern cicada killer also known as a Cicada hawk.

We call those Yellow Jackets in Texas. They’re pretty harmless unless you piss them off. The Red Hornets you need to pay attention to. They’ll chase you all over the yard.

I saw one of these in S.E.Texas,wracked it,feed the carcass to the fire ants.yummy!
