As a result, Japanese people tend to assume all white people are willing to be their personal English teacher.
The idea that Japanese people all hate foreigners and won't interact with you is very outdated. What is true, however, is that Japanese people are so insular that the very idea of talking to strangers is taboo. Which is why they seem to not have any interest in talking to people. It's considered strange to talk to people you've never met before and people may think you're actually crazy or weird if you try to strike up a conversation on the train or on the streets.
I would like to add though, for foreigners, it is a requirement in Japan that you carry a passport at all times and the police can stop you unprompted at any time and request to see it. Even if you legally immigrate there and become a citizen, just being anything other than Asian will still have this happen.
English is considered a very hard language for most cultures to learn and especially more so for Japanese speakers. Their language is not as fluid as English. It's much more structured and it's also strictly phonetic. You don't have words that are the same but mean different things, letters always make the same sound, etc. They struggle with English a lot so they think if you can speak English well you are some sort of super genius.
As far as shopping goes, like with any other place, foreigners and tourists are a great way to make lots of money selling stupid shit. But they also like talking a lot because it's one of the few times they get an opportunity to actually BE sociable. Remember what I said earlier about seeming like a crazy person if you talk on the street or on the train or whatever? Imagine trying to actually meet new people in a society where it's crazy to talk to strangers. A salesman is literally one of the few occupations where speaking with people is actually a job and even then, most Japanese people will just say, "I want this one sell it to me." Pay for it then leave.
It's a country largely starved of social interaction and foreigners are a conduit for it. Also they are very insular culturally and don't travel much even within their own country. The people still have a genuine interest of what it is like in other countries. Japanese people will regularly ask whites what America is like (all white people are Americans to Japanese). Also you have to consider that almost all of their views of American culture comes from Hollywood movies, Disney films, and music; after it's been filtered through by Japanese censors. So they never actually SEE the bad/degenerate shit from the USA. Leading them to believe it's basically this amazing fairy tale world where everything is great all the time.
Japan actually has a thing called "Paris syndrome" where they have this cultural idea of Paris being this great, beautiful, amazing western city. But when they actually travel to Paris and see it's a nigger infested shit hole it's this massive negative culture shock. When they're over here it's free game. They get culture shocked by it but they get used to it within a few days. They actually will feel very flattered if you show interest in them or their culture. They are an insular culture so when they hear that foreigners are interested in them they think something like, "People are interested in Japan the way we are interested in America? Japan must be so cool! That must make me cool too!" or "This person is so cool because they are American but they think that I am cool? That must make me so cool!"

I learned most of it from speaking to bilingual Japanese men in video games/online forums or other people who have been to the country. One of my supervisors at my former job was in the military and spent extensive amounts of time in Japan along with his brother. His brother ended up marrying a Japanese woman and living there permanently after their 6 year contract ended.
But, ultimately, a lot of my information actually DOES come from Youtube. But not from faggy basement dwelling anime nerds, or LARPing upper class douche tubers filming from their McMansions in Southern California. I specifically look for channels in English that are either run by genuine Japanese citizens or by people who moved to Japan and have lived there for many years. I recommend channels like Abroad in Japan (white man who moved to Japan as an English teacher and has lived there for 15-20 years). I'm hoping you aren't saying this statement in a vacuum and you mean there are no cities that are nice in the USA right now. There are plenty of cities that are nice in Asia and Europe. But they exist in areas with low crime rates, good city planning and development, etc. Places like the Netherlands, Japan, Sweden, Iceland, and other countries where they are away that making a city people-centric and accommodating to people makes them nicer locations overall that more people enjoy going to and being in.
