Case in point...called up city hall to ask of there was something to be done about homeless tossing their trash along the street and getting in my fence line.
Next week city sent crews to trim them all back, then homeless cleaned up the entire street. No neighborhood watch, so I made one and got it recognized by local PD even.
It's meant to demoralize you, and get you used to the idea that no relief is coming.
My motto is be the change you want to see.
First you gotta get stark raving mad. You gotta get angry.
Angry enough that whether anyone or no one at all does anything, you're willing to do something about it.

The people posting "nothing will ever be done", "no one ever fights back" are either demoralized, or here to demoralize. They're useless and can be ridiculed and ignored.
People are angry, or at least intensely frustrated, but there is a difference between being upset about the state of things, and taking action to change it, most people feel helpless to do anything about anything, they'd rather not get involved and just sink into their personal lives.
The only people who would change the world are the very rich and the very poor, the very rich because changing things is easy for them, and the very poor because they have no distractions in their daily lives and nothing to lose in taking the risks involved with making changes. The rich and poor share another thing in common, and that is that if they will change the world, they will have to do it through committing some crimes.
