Two things come to mind:

First, why should anybody have to suffer this kind of abuse? Meaning why do we put up with this crap? I’m sure nobody in that dealership intentionally insulted this … thing. So why not just societally accept that … things like this are mentally deranged - mentally defective - and belong in a secure facility?

Second, I often see mentally deranged things like this employing that screeching yell. That is absolutely a weapon and can damage a person. When they do this is should be considered direct battery and physical responses should be legally allowed. What would you do if one of these things hit you? (Other than giggle cause they likely don’t hit hard…) You would strike back in self-defense. And such a reaction is legally allowed. A high volume screech to your face can easily damage your ears. Seems like there should be some legislation on this. If guns are weapons, then so are extremely loud directed noises.

This now has me thinking. Is it possible to create a hand-held device which would create a directed sound so loud it would incapacitate a person but leave the user unscathed? I know the Russians developed crowd-control devices using parabolic speakers. Anyone know a bit about this?

The device you are talking about used by north American police is called an LRAD

I'm aware of LRAD systems. The Russian device I saw years ago (in a dusty old electronics shop in Eugene, OR) was basically hand-held. It looked like a small car battery-sized box with a hollow half sphere on the top. I asked the owner about it and he said it was a Russian crowd-control device and told me all about it. Wonder how tough it would be to make one of those.
