For me it's always about the incentive. There was very little tactical incentive, in terms of the physics, to develop a nuclear explosive device, not when the same damage ratios could be accomplished by something requiring far less precision and engineering, say, by just sending a fleet to paint a city with napalm or drop other incendiary weapons.
The incentive was tactical in a psychological way, and for that, all you need is a cover story. Nuclear explosives were the first reality t.v. episode. I'm not claiming that nuclear power isn't real, nor am I claiming that you couldn't cause an explosion with nuclear fission. I'm saying it doesn't make any sense to do that. It makes a lot more sense to convince people you have a God weapon - it changed the geopolitical situation of the entire globe and continues to impact us today. It also traumatized a few successive generations of young kids, who thought sweeping death could drop on them any hour of the school day, while simultaneously training them for complete dependence on the central government: the only entity that can possibly protect you. So, government, do literally anything you want.
