While some of this is sketchy, there's probably a kernel of truth. I've heard from a couple very experienced ex-military guys that during Iraq/Afghanistan, wounded soldiers that were not expected to survive would be transported outside the borders. The rationale was that they were not considered a combat casualty, so published numbers looked better. I don't know how these things are measured, but the idea tracks with the usual bureaucratic attitude of fudging reality.

For a long time modern warfare medicine if you make it to a hospital it's a very very high survival rate 90% plus.

This guy just claimed 100% of people brought in are dying to them be whisked away after what a 100% failure rate. If they were going to die they wouldn't fly them all the way to Germany to raise suspicions!
