This reminds me of Commissioner Gordon in the flagship Batman comic. Gordon routinely allows criminals to be released under false pretence to allow The Batman to follow & neutralise them.

Could be the case that the Irish Garda, have been instructed not to charge these immigrants for political reasons. Hence the Garda lets them go into the community.
