I've seen this before, when Harry and Meghan announced their engagement. They were outside in a garden standing in front of a pool that had a big concrete coffin-looking thing. The interviewer was asking questions and Harry mouthed "was it romantic?" simultaneously. Just like this woman in the background, like a ventriloquist. It was spooky.

It's highly likely that the two people have earpieces in that are receiving the same radio voice telling them exactly what to say. And they're just saying the words that are spoken to them and their ear notwithstanding that the congresswoman has a copy of the script in front of her eyes as well. Soap opera stars do this when they don't have time to memorize lines in movies and TV shows so they wear an earpiece that literally reads the script to them and they just repeat the words right on camera

The writer story is the most credible. She has it memorized, and you see her notice the nig make a couple other mistakes too. Looks like she's on drugs or on crazy though. Maybe stayed up all night to polish the last touches and took speed to make it through the event.

Writers regularly get advised to read out loud what they write. Good advice. It helps you find typos, grammatical errors, and awkward phrases.

Not enough time to refine the search, but I believe those videos show the writers continuing the practice, even as the speech is being given. Crazy eyes girl noted several errors by the speaker, and even corrected one of them.
