German vehicle registration inspections are fucking unbelievably stringent. Americans have no idea how lucky they are. Most of their cars would fail to pass. The car has to practically be in near-showroom new condition to pass. I had a German friend whose two year old Mercedes failed because when they took the spare tire out of the trunk and lifted the carpet in the floor, there was one little thumb-sized patch of rust back there. Fail.

When I was there back in the 80's, it was very easy for American serviceman living in Germany to pick up a very nice used car, because American-owned vehicles weren't subjected to the same standards as German nationals. So a car that would fail inspection by German standards was like near new for an American. A lot of guys I knew brought home Mercedes and Porsches for far less than they would have cost state-side.
