Irwin Chusid wrote a book on the subject and compiled two CDs of outsider music. He noted that success or popularity wasn't a barrier to being an outsider musician, such as Tiny Tim. It seems to be a genuine sincerity or earnestness in the musician. I would think of Frank Zappa seemed to be an outsider musician, except he was such an antisocial cynic, it's hard to think of him being sincere in any way. If you can find Chusid's book (which comes with the two CDs), it's worth your time.
