In a sane world, the people of any region would pretty much balance out water usage across the globe.
What is happening is that companies are pumping water - think soft drinks and bottled water - and then shipping it all over the world.
For example, if water is pumped from groundwater aquifers in the USA, and then pissed away in China, that water has just unbalanced the globe. Multiply this by gajillion liters per day and now there might be an impact.
