Article said it's a 5 Megawatt farm. High range for solar panels these days is $1/watt. Probably less with bulk pricing.
So, not more than $5,000,000.
Solar is cheap. Storing the electrons for later use is what is expensive.

If the utility is public, then you can probably just go look it up on the website.
My city/county is run by White people. So it's pretty easy to get information. Probably not much difference in White Nebraska.

Owned by those people. Currently dying after walking back from the farmers market with temps in the 70s, or I'd research. Foo's estimate is probably in the ballpark, or at least probably not more than 20 million too low. (labor, environmental impact studies, permits, payoffs, consulting, and etc.)

Given my reasonably high estimate of 25 million, wouldn't be surprised if it actually cost 250 million.
