Why Mexico is such a shithole?

Mexico is ruled by Spanish descendants. Spain is one of the 5 most historically developed countries in Europe. Spanish people have average high IQ. Can somebody enlighten me why Mexico is such a shithole riddled with local crime cartels who basically control the country and are able to blow up entire police stations?

This is a pretty good question that shouldn't just be dismissed out of hand. By all rights, it should have historically been as successful as California used to be. It has a huge coastline for ports/trade, lots of potential for agriculture, tons of natural beauty. Just like what is happening to California now, the downfall is because of corruption.
