It is an antenna. It neede to be large to be efficient with very low frequency waves (0-30kHz). These waves can penetrate water and are used to communicate with submarines.

It shows in the picture, 19:49. I included the video as the source but didn't put it to the time since it is only briefly mentioned along the lines of ~there's a hexagon-shaped VLF array in Western Australia, too~.
