Their tax revenue comes from taxing the rich. Its a real shame the riches wealth correlates with the stock market. Hard to get capital gains taxes without capital gains.

The law is trying to prevent employers from requiring or forcing employees to confront shoplifters, and risking physical harm.

This is kind of a cya for employers to fire any employee that does engage with a shoplifter - and all the insurance and other monetary risks associated with that.
