If you have a separation bubble like in this CFD, you can trip the boundary layer upstream and delay the separation. On the one hand, you are increasing form drag, but on the other hand, you reduce pressure drag. In order for it to be worth while, your vortex generator, or boundary layer trip has to either keep the flow attached at excessive angle of attack, or reduce overall drag.
