I can't speak for every State or situation, but generally you pick from a list of places that offer community service and then call them to see if they have availability. I've never heard of anyone but celebrities being assigned specific work by the courts. I do recall high profile individuals use to do PSA commercials when they got in trouble but I think that was more of a PR strategy. They can't force you to pick up garbage as far as I am aware, but they can warehouse you for noncompliance. Also I would agree with the statement "not all black people act like niggers". Doesn't change the fact that they are niggers, but some can be house broken. I've seen it on rare occasions. One more point of interest, spitting is assault. One of the first things new fish are told in jail/prison is Do Not Spit At The Guards. Spitting or throwing water at a CO can get you 5 years of sit-down.
