I don't know if you meant that as a joke, but in parts of Europe (e.g. Germany) you have to pay a dog-tax. Small dogs cost about 100 Eur per year, and big ones up to 600 Eur. For some breeds like the Shitbull you have to have a clean criminal record, a dog-insurance and you and the dog also have to pass an exam.

Only today after work I found someone's German Shephard cross walking the streets, I picked him up and took him to an animal shelter to be scanned to find the owner. Turns out it was an ex-service dog from the Military, his owner came almost immediately to collect him.
