You don't need to be a manufacturer. You just need to pay for a stamp. But, 80% of these gun channels on youtube happen to be manufacturers so there is a good chance of it not that it matters.

Cool story bro. You can't legally get a stamp on a fully automatic weapon made after 1986 in the US unless you're the manufacturer of it. Then when you go out of business you have to destroy all your inventory.

M-249, M-240B. Also you might want to note the key here is not designed, but built after 1986. Ares defense also makes a belt fed upper that if converted to full auto can not be stamped.
