The Florida HB 741 that they mention is from 2019. It was in May of 2019 that DeSantis signed that legislation into law while in Israel. It applies only to acts of discrimination, not "hate crimes" or other new legislation. The bill clearly states,
"Nothing in this subsection shall be construed to diminish or infringe upon any right protected under the First Amendment to the United States Constitution, or the State Constitution."
Florida HB269 is the legislation that makes it a 3rd degree felony if you litter trash on private property if that litter contains a "credible threat" as defined by Florida Law and has nothing to do with HB741.
It also modifies the statute regarding projecting video onto a building without permission to a felony if it contains a "credible threat" as defined by Florida law. And, again, nothing to do with the criteria mentioned in HB 741 (2019).
For whatever reason, these idiots want people to believe that you're committing a felony if you litter trash on private property that expresses anti-Semitic rhetoric as defined in HB741 (2019) but that isn't the case. For the hate crimes enhancement to apply, you must be making a credible threat with an ability to carry out that threat.
In a private setting, you're allowed to say discriminatory things. That's protected speech. HB741 simply added anti-Semitisms to the clarifications of legal discrimination. It has nothing to do with the recently passed hate crimes enhancement laws.
