That's Rik Mayall. He was big in British TV in the 80's and 90's. The last film he appeared in was called "One by One" made in 2014 and was a giant red pill about 9/11. It also accurately predicted the covid genocide. He died suddenly soon after the film was released. The guy was a legend.
