I see it being quite simple. The father has 18 children, the mother has 17, the questioner has 17 siblings.

The questioner states he has 17 siblings and that his mother has 17 children. From this, you can determine that "half or full blood" siblings are irrelevant or the concept is unknown to the questioner. They are all his siblings.

The father may be a second husband, but from the information available you can determine that the father had multiple "engagements" resulting in children because he has more children than the mother. The mother have have multiple marriages, but there's no information that suggests it and it doesn't affect the number of children.

You can determine that the mother and father are no longer married from the use of past tense.
