I would prefer they begin building the first O'Neal cylinder. It doesn't have to be a big one, but it would have to be geared towards supporting space industry and asteroid mining. Then a moon base, then Aldrin castles, then a Mars base.

Other cool projects would be a space elevator, a launch loop, a distributed solar-cell collection/power grid with telescope add-ons, or a simple 2-reflector Dyson beam for powering deep space probes.
