I've always found it suspect that foreign resident citizens can vote in elections in their home country. If you are out of the country willingly, I do not see any reason why you should be able to vote. If you are away on official business, such as military or diplomatic service, ok, but it makes no sense at all that someone living in another country be able to vote for the leadership of the country they left.
