It’s because they can’t properly punish their speech and actions under that age. So they just ban them outright.

No social media, and most websites in general won't sign up <13 yr olds. I don't know if that's a gentlemen's agreement or what.

Yes, ID is generally the way age is verified. Doesn't mean you have to sign up. I would not give one solitary fuck if FB requires ID because I don't have an account.
