You'll have to learn how to run these things locally to have full control. Any service you use that is operated by someone else will inevitably be polluted by biases, be it their own or those imposed by society.

If you run it with llama.cpp (mentioned in guide above) you only need to download this file from that repo and put it in the llama.cpp/models folder.
Once you have all that set up, you can run llama like this, for example:

That's on Linux... it may be main.exe or something if you're still a slave to Microsoft.
That model needs around 12 GB of RAM when used like this. If you don't have enough RAM, you can drop the --mlock parameter, at the cost of running much slower.
Since it's llama.cpp, this runs via CPU and regular RAM, so it doesn't need a high-end GPU or anything like that. There are smaller and larger models as well. If you have a GPU with sufficient VRAM, it's better to use a method that uses it instead of the CPU like llama does. But this method will run on just about any hardware.

How useful it will be for legal advice will depend heavily on the model you use, and your ability to construct good prompts. Prompting AI is a bit of an artform.
Llama.cpp is a way to run models. Quality of outputs depends much more on the model than on what you use to run it.
None of the freely available models are anywhere close to ChatGPT-4. Few even get close to ChatGPT-3.5. Most are around ChatGPT-3 and below levels. Vicuna is the best I know of, Alpaca is decent as well. ChatGPT is backed by deep pockets, large dedicated teams, and proprietary code and data sources. Open source is playing catchup for now.
ChatGPT also does some clever things in the interface, using different models under the hood, generating composite replies that are part narration and part code, etc, which further improves perceived quality. Llama is very simple by comparison. It runs in the terminal and just runs the prompt you provide against a single model. So the output is either all text, all list, all code, etc. Most models can do all of those things, but only one of them at a time. No mixed mode.
There are fancier runners, which also have a web ui similar to ChatGPT. A few of the popular ones are mentioned in the rentry link above.
Llama is just very easy to get going and has the advantage of being able to run on just about any hardware, hence why I recommend it as a starting point.
The biggest advantage is that you have full control and zero oversight by self-righteous meddlers.
