It keeps the rain off your head/neck. Useful for when you do stuff with your hands and don't want to look gay with an umbrella.

It also looks a bit like a Phrygian cap, which has some interesting ancient White history attached. And a neat conspiracy history about it being used by people with larger skulls than ours.
