It's hard to tell where government incompetence ends and malice begins. I don't know, but their IT guys having access to TS files would not surprise me, and neither would I be surprised the other way.

When we're talking about government records as opposed to the CIA or whatever, they don't put any more effort into keeping them secret than is required by law, it seems. If this guy had a clearance because he needed it for his IT work, maybe he could read it.
