And they're advertising in the Chicago area to move to Iowa where they will be provided for. I know a guy whose wife is a teacher and the Chicagroid transfer students openly admitted to her that's why they're here. I imagine it's a lot like student enrollment, where every warm body occupying space is another chunk of federal dollars to the district (which would explain why the only time the school takes it seriously is when a student misses too much class -- the only time parents get threatened with arrest.)
